A scratchy Fn crimson is worth 400 keys less then a fn with scratch minimum....sooo....i think thats not necessarily cheap and simple.

Exactly this.
It makes the knives slightly randomized, so some knives are worth more and they don't all looks the same. I think its quite neat of an idea by valve.

0-7% scratches is factory new,
8-15% is minimal wear,
field tested is 15-37%,
well worn is 38-44%
and 45-100% scratches is battle scarred.
