Issue with sv_cheats 1

Sup, so felt like trying to land some smokes on de_train in an offline w/ bots match, so i went in, loaded my usuall exec for this (sv_cheats, infinite ammo, bot_kick etc) and then i threw a smoke, tried to noclip and nothing happend. So i checked the console to see what was wrong:
"Can't use cheat command noclip in multiplayer, unless the server has sv_cheats set to 1."

I try to manually write "sv_cheats 1" in console, still get the error.

I try to exit out of the game and start a new one, and repeat above, doesn not work.
I even try to restart the game and it doesn't work.

Anyone else has gotten this error? How do i fix it?

Have you guys found a fix?? I can't go into sv_cheats 1, i type it, but when i want to spawn a chicken or stuff, it says

but its a private server, with my friend, i used to be able to make a lobby, then make it private then enable sv_cheats 1, now i can't.. wtf??

If I bind F4 to third person in cfg (require console with sv-cheats 1 once), will I get banned the next time? (no console attempt)
