Live Action movie from the early 2000s

Hey lads,

Im currently looking for an old live action movie about CS. I can't find it on the usual video platforms, maybe some of you still have it.

The facts I know for sure:

- live action with humans
- the location is some kind of underground garage/parking lot
- the terrorists are setting up a bomb
- one of the CTs gets his trigger finger shot off and he trys to bandage it
- the last CT and the last T are fighting until the bomb goes off

I think the video is around 15 mins, but not sure about that, could be longer, could be shorter.
