it's genuinely sad seeing them flex all time high numbers when the game is absolutely infested with cheaters and bots

It is either you're facing regional server problems or your TF is not that good as you think.
The last time I played competitive I found matches within 1 minute.

Also check the looking to play function in game, if you have less than 20 players there, it is a sign of low TF (or of a very depopulated region).
