Are you using the NVIDIA app?
I can only recommend enabling the NVIDIA overlay in the NVIDIA app.
Press ALT+Z.
Statistics -> Statistics Display ->
Enable the following:
FPS Frame Rate
FPS 1%
GPU Usage
GPU Voltage
CPU Usage
Average PC Latency
Take a close look at the values.
This will help you determine which PC components are slowing you down.
It sits around 100~120 fps with 25%~30% of GPU usage and 50%~60% CPU usage
From RivaTuner I see that the GPU is 30% average usage and CPU is 40~60% average.
Edit: Also tested in NVidia APP and it got the same results, 30% GPU and 50% CPU usage
I wanted to get back on it, havent played since global offensive, which used to run just fine, but now cs2 just runs horribly, getting 40-60 fps with bad drops and stuttering, i tried ALL the settings, from low to high and I am still getting no results, so i am betting its software related. let me know if u find some sort of a magical fix, like some commands or some weird settings
I managed to get a bit more performance by reinstalling my NVIDIA drivers for the third time using DDU (Display Driver Uninstaller), now I'm getting around 90~110 fps. But the problem persists :/
The only thing I could highly recommend would be "QuickCPU" "Coderbag".
Do you happen to have a second monitor available?
1. Connect the 2nd monitor
2. Set both monitors to the same resolution
3. Download the program + install it
4. Start your game
5. Play to your main monitor - Launch "QuickCPU" monitor"2"
6.Look at "Utilization" below
Play a round of deathmatch & look at the individual CORES

First of all, keep an eye on Power Plan. If you're lucky, you can change the Power Plan there as you wish. If you want to change something additionally, press ( battery symbol = power ). Be careful what you change there.
8. "Memory DATA" - System Memory ; Check it out.
Could be a thermally I don't know
Let's see if anyone has any tips
In it there's things like DSR factors that makes the game go at a high res then down scales it.
There's also low latency mode and max frame rate in there.
I would be careful with some of the settings though, When you move your mouse over each setting it gives you a small description.
