How to increase movement speed

I want to increase the movement speed of my offline games. I've tried to increase the speed by increasing the value of the sv_maxspeed variable. The default value is 320, but when i increase it I dont seem to move any faster at all. To the contrary, decreasing sv_maxspeed actually makes the movement speed slower. So I am able to decrease movement speed by lowering sv_maxspeed, but unable to increase it by turning up sv_maxspeed.

Does anyone know how I can increase the movement speed in my offline games? Is sv_maxspeed even the right command to adjust?
