If you really need to use fraps: Use atleast 60 FPS so you can play CS at 60. Maybe go up if you want to have a smoother experience. (might be better if you have a bad pc, I personally think it's stupid.)
Full-size, half-size makes everything ugly :p
Buffer lenght is only for highlights (like the shadowplay feature which allows you to ,,silent'' record and save things while you didn't record.)
All in all: Fraps is ♥♥♥♥. Don't use it. Especially the FPS lock is stupid.
Shadow play is free and much better. Plus works better for windows 8. However you need a nvidia graphics card 600 series or newer.
But computer specs would help.
Loop buffer is nice but it is basically recording all the time. All it does is whatever you set it for, I think increments of 5 seconds up to either a min and a half for 2 min. Then when you record it will add that time. So your recording actually started 10 seconds prior from the time you had fraps record. Or whatever your setting is set to. It's a nice program just drops your fps. And not updated for windows 8. It will work but some futures like screen record won't (unless they finally updated).

You can disable the fps overlay..
I don't mean the overlay (guess you mean the number in the right/left corner).
I mean the FPS lock, if you record your game at 60 FPS while having 200 ingame fraps will sync the game's fps with fraps recording settings. This just makes the video bigger for no reason if you want to play in 144 for example, it's also useless because youtube can't take more than 60 anyways. This might work for other games but not for counter strike. (kinda like v-sync)

You need premium to get the best out of it, if you really want to use a program use OBS.
you can turn that off too..
no you cant, you could record in 144 FPS if you want to have 120GB files.
