Report a translation problem
Your Nvidia Graphics card, has a program, called Nvidia Control Panel (you can find it when you right click on desktop). That program by default is set to keep the aspect ratio (displaying any other non native to the monitor resolution in it's native size). What you want, is for Nvidia to display any resolution fullscreen(stretching it across all monitor).
What you need to do
1. Set your Windows resolution to (recommended)
2. >Right click desktop>nvidia control panel>DIsplay>Adjust desktop size and position.
3. In the "Scaling" tab, you want to select full screen instead of aspect ratio.
Let me know if this solved your issue
1. Go to graphics settings
2. Change your resolution to a non-native resolution
3. Under scaling, select 'Scale Full Screen'
4. Apply settings
5. Change your screen resolution to (recommended)

You should still get Nvidia control panel(you can too). You can crank the ffffff up out of digital vibrance, and it will make enemies stand out more
For graphics settings, open cs:go, go to options tab, and click video settings
