Reset your controls to default and try again.
Do you see a what looks like a big Simon-Says wheel? if you do, you're in the right place.
If you don't, you may be playing on a Community Server that only supports the selection of weapons with number keys 1 through 0.
I think you're in the right place. You just click the one you want (so long as you have the money for it) and it'll give it to you.
Don't worry about that until you buy/randomly obtain some weapon skins. It just lets you equip some gun skins that look badass.
Well, technically, you're not wrong. But you don't really do anything with your Inventory except, as I said, change around gun skins to make guns look cooler.

You buy it while ingame through the buy menu and you have it in your hands...
