What is the whole situation with the Howl skin and sticker?

the artists who made the skin violated copyright of a company with the tiger.

They filled a dmca paper demanding to remove the skin from the game . Valve banned the artists from this community because they signed authors property.

the m4 howl is no longer available in cases and will never come back .

No. The old Howl skin only lives on in pictures. The M4 that drops now is some Desert Storm one (looks kinda like the Tornado from the Inferno collection).

they didn't replace it, they just modified the image on the skin, and some other small pieces of it, so the old skin no longer exists, it's just the new image under the same name.

the new skins they put in place of the old one that dropped from the huntsman crate can now be obtained instead.
