Weird. I don't know why it couldn't just be a usual sv_cheats-protected console command. If it's only for community/custom servers, that pretty much guarantees that it'll never see the light of day.
While this is new and novel, it would be awesome if players on a Valve-Casual-Server could throw a vote to switch the server to 3rd person. That's something that I think a lot of us would like to see.
The one you mentioned enables 3rd person mode, but a client cvar probably exists to actually activate it.
It is probably also not what you are expecting, and will never be part of the proper game. CSS had it too but the camera faced your character sideways.

There's a huge market for competitive third person shooters. Plenty of people care. Valve specifically encouraged the modding community to tinker around with the potential here, and last time I checked, the Counter Strike Franchise was started as a mod <3

My preference in third person games is to have the camera a couple feet back from the player model's right shoulder (ala Resident Evil 4). Currently, the default camera is a bit too far back for my tastes, but it's still fun.
I have noticed that the further the model is from the center of the screen, the more your crosshairs aren't accurate. It's a little unforunate - there's a lot of guesswork in trying to land shots.
also as stated in my previous comments, someone needs to make an automatic instantanious view distance finder, so that when u point your crosshair at distant to far objects it instantaniously changes the view distance. Just imagine the possibilities
