Official 5v5 bomb defuse mode WITHOUT ranking

Why is there no official 5v5 bomb mode in which you don't have to worry about your precious rank? I mean, sure, there are servers with the standard 5v5 defuse mode. The problem, though, is that in these servers the players just come and go whenever they want, which often leads to absurd balancing (2v5, 3v1, etc). I think it would be a nice idea to have official servers with actual banning for leaving the game, but without a ranking system. Ranks are a good idea, but sometimes I just want a serious match without having to worry about its outcome. Seriously, ranks drive people crazy. If a player had 3 or 5 losses in a row and starts to be worried about his rank he is waaaay more likely to flame and rage in case the next game fails again. But if we would have servers (by Valve) on which we can play/practise the usual 5v5 defuse mode with no ranking this player could join one of 'em, play a couple of games, calm down again and actually get better at the game.

There are of course a few problems with these kind of servers:
1. (most obvious) Smurfs.
2. Matchmaking.
3. Bad player behavior, because of the non-existing pressure to perform well.
4. I'm sure there are a lot more problems. In case you want to add a few feel free to comment.

The biggest issue would be, as we all know, smurfs. The next big problem we're having is matchmaking. To fix the matchmaking problem we could just use the player rank, but that way we would run into the biggest problems of them all, smurfs. Sadly I personally do not know a way to fix both of these problems at the same time, due to the fact that I am quite certainly not a game developer or balancing expert. However, the 3rd problem is (in my opinion) the easiest to fix by just adding in the same kind of banns as the ones in usual ranked-matchmaking. That means griefing, (voice) chat trolling, cheating and leaving the game before it ends. In other words I just want the same mode as always, but without the binding of a rankingsystem. Make it so that players can rank up, as they always did, by playing usual matchmaking. But in case they feel the need for a more chilled and calm enviroment to play CS or just because they want to practise against players of the same tier without the shadow of ranks (don't know a better way to describe it) they can easiely switch on over to the 5v5 defuse mode with no ranking.

Just so you know, this is not the finished idea. I just wanted to start a discussion to see if it's even a somewhat appreciated idea or if nobody gives an excrement. So if you have any other things to add to this I would be very interested to hear them.
