CS:GO not using all CPU and GPU
My PC specs are:
AMD Athlon X4 860K (Overclocked to 4.2Ghz)
NVIDIA ASUS Geforce GTX 750 Ti (also overclocked)
4GB Corsair RAM

I get about ~140-200fps at all times, I usually play at 1280x960 all lowest settings (multicore rendering on), but the thing is - even if I play on highest settings my fps are the same. Also I noticed that when I play my CPU usage is about 50% and GPU about 20%. What can I do to increase FPS?

tested all possible ingame + control panel settings for the nvidia process lasso did not provide ALWAYS setup when i was experimenting to run the game on cores 0 for win 1-5 CSGO (HT off) or threads 0-1 for win 2-11 for CSGO...
requared to manually put the affinity after each exit and start....
at some point after 1 reboot and NO changes my game was running 500+ fps for 15 sec after game load or alt-tab return than auto capped itself to Gsync/Vsync 144 with all Gsync/Vsync disabled....
tested enabling and disabling them or putting Vsync on FAST or whatever..... game was always being auto-capped after 15s of game play....
issue resolved after few games tries than just rebooting the PC....
at some point my PC started to run average 300-500 with minor spikes again towards 100-200s but way better than before and i didnt even touch anything for a few days even no reboots or updates came....

also still GPU is not going to 100%... at beast runs 70-90% load with average of 550 fps and dropping to 400 lowest..... but thats only a few rare games...
mostly runs arround 50-60% GPU load and game is running at average of ~400-450 with spikes to 550 and ~200-300.....

to note... that is still way better than the average of 200-250 that i was getting before 95% of the games with spikes 100-300-350.....

still for some reason the game just doesnt use 100% of the hardware and i cant understand why....
most of the time it uses only 50-60% max load on whatever CPU or GPU but rarely it hits 90% GPU and game runs way smoother and accurate on all counts....

i just need to force the game to somehow use 100% or atleast 80-90% of the GPU....

100% this is not a CPU Bnec nor is it RAM Bnec....

Did ANY of you guys check the GPU clock frequency when you are in CSGO !?!?! ;) (it's a hint to a part of the problem, the "explanation" is further down.. I'm not a programmer, I can just take the computer apart.. and I did'n build my computer to be only HALF utilized !!)..

soo.. as far as I can tell there is no solution to this as of yet.. (I just started playing the game 20 days ago, but I find this problem unacceptable.. being an oldtime gamer, and having played cs and source prior to this), I actually saw a simular issue with Fortnite recently though that was MUCH worse, and I just sent a message to support about either they fixed, or I would make a youtube.., since I haven't yet gotten my FIRST (stupid support) answer from STEAM about this yet, I haven't given that ultimatum yet..

but figured I would give you guys my 2 cents on this..

I have the following setup..

CPU : Intel Core i7-4930K@~4.3GHz
MB : ASUS P9X79-E WS
RAM : 4x8 GB Kingston (KHX2300C11D3/8Gx) running 2346Mhz
GPU : EVGA GeForce GTX 1070 Ti GAMING water
HD : Samsung 950 PRO M.2 SSD, Sandisk Extreme pro M.2 SSD
Audio : Asus U7 Echelon

Monitor : Eizo FlexScan EV2436WFS3-GY

so the last 10 years I haven't really played any game that requitred more than 60 fps more or less, which is why I have the screen I have.. I used to have a 1600x1200@85Hz CRT screen for playing CS..

now that I'm sitting here looking at CSGO, I'm figuring that I need at least the 144Hz, and I'm aiming to get a 1440P monitor, after checking around what my grapichs should be capable off and so on.. BUT, and this is a big one.. it seems the game is BUGGED at the moment, UNDERCLOCKING my GPU the second it starts the game.. ALL other games ask for my grapichs BOOST clock, but CSGO put's it at the STANDARD clock which is 1607MhHz (my card is capable of running 1850+MHz), at the same time it never utilizes more than around 35-40 % GPU usage.. now wondering what I had done wrong for at least 48 hours, I was a long way around as you might guess, including reading more or less ALL commands for the command line including some that you can't even use.. but here is a fun thing for people to test.. go and get the workshop FPS benchmark map, and notice that during the benchmark the game will firstofall drop to a low FPS when you spot the chopper taking off (NOT making a USAGE change on GPU), second it will AGAIN drop when you go through the smoke, BUT when you go through the smoke, the game will start utilizing 100 % GPU, and then drop back down to the 40 % after coming out of the smoke again.. again I had a somewhat simular problem with fortnite a few months ago, and after first explaning in detailwhat the problem was, and promising to record and make the youtube video, it took 48 hours and then the game was running utilizing my FULL grapichs capacity, which ANY FPS game SHOULD DO at ALL TIMES !!, but hey, when they can't even find out that the game is not ASKING windows to run the grapichs card at full speed before I get here to TELL them, just makes me wonder how long it's been like this..

on a fun side note, you ALL have corrupted game files (not that it makes the game unplayable, it just begs to question if Valve have some issues with HACKERS atm, since they don't DO anything about it, and don't TALK about it either..) basicly EVERYTIME you have been on a map, you can go and "verify integrity of game files" and there will be at least ONE file corrupted (which could potenttially give a VAC-BAN, which is why I basicly started to try and do everything I could to fix it), every streamer I asked to check so far has confirmed, besides that I installed the game on another computer just to doublecheck.. again I have wasted a lot of time already with BUGS, and I've really only played the game I bought 5 years ago LESS than the last month..

Youre wrong with the GPU problem.

GPU Utilization comes from GPU usage. not what the GPU is currently running at.

UTILIZATION equals to Usage, as in how much of its capacity is being used currently.

If the game would be using 100% at all times, it would mean the GPU is underpowered to deliver optimal performance. Utilization is meant to be low, it just means the game is not taking that much GPU core performance to draw everything thats going on, and Smokes are the only ones utilizing a lot of GPU (and theyre problematic, theyve been one on my list of "Valve should redo them completely from the ground up and optimize them) things.

And to the boost clock on your Nvidia GPU.. GPU uses Staging, it usually stages for two modes, 2D, 3D, and Boost 3D on Nvidia architechture. on AMD, its on the newer cards, it has 1-5 or 1-6 Stages (2d, 2d+, 3d, 3d extensive, and 3D full stage)

What youre experiencing, is Nvidias Usage save function. The GPU doesnt use its Boost Clock until it needs it (When utilization reaches close to 100%, it enables boost clock to increase temporarily core clock speed)

So, thats cleared up now. worked with computers for the past 20 years, so i should know whats going on.

In public deathmatch maps my fps drops to 100. Average fps is 160... Some empty points in map i got 300fps.
My gpu usage around %30-40 and cpu,gpu temp never reach 65c. (I've some custom coolers)

That's really annoying because with my old video card (gtx 760) which is 5 year old i got same fps. Gtx 980ti's performance is equal to gtx 1070 or much better with oc. I'k playing with 144hz monitor so i need get more fps than 144 for to reducing input lag.
I wrote mail to evga support and steam technical support but they aren't answered.

Most likely software issue at that point, getting DirectX messed up is a ♥♥♥♥♥♥ thing to happen, and it can happen during installing other steam games because DirectX for whatever reason, needs to be installed every time you install a game.

Try updating it trough Microsoft website using the webinstaller.

I tried, i formated all my windows too... Now on win10 last vers 1809 all updates include.

well...
I am currently running between 300-500 fps....
however I still have those annoing spikes down to 200 even some times lower than 200 and some maps like cache and inferno run lower fps than others....
and overpass runs the highest fps...
dou my GPU utilization is ♥♥♥♥ but when I have good fps its higher than then I was lower fps...
this makes me think that its some sort of GPU software throttle that's not making the GPU use its full potential.....
also randomly I get locked at 144 fps cap for absolutely no reason dou I got the fix for that by switching my OBS scenes and it gets fixed to uncapped for an X amount of time...
there is absolutely no chance that its a CPU issue as to I am running 8700K on 5GHZ all cores.....
and even my OBS isn't encoding anything on that machine that I am playing from....
this is just an epicly unoptimized game engine and that's it....
I have the same issues in dota2 that runs on the same engine....
however every other game flies like a rocket all maxed out....
I have even tried using my stock CPU settings and my FPS is the same as with the overclocked CPU....
there is something ♥♥♥♥♥♥♥ up on a software level somewhere that's capping the GPU and its not clock and its not temp...
CPU is not lowering its clock or having big temps eather….

Youre wrong with the GPU problem.

I love how you argue that it would be bad if the GPU load goes to a 100 %, but then say that if it doesn't go to a 100 % then NVIDIA won't go into BOOST mode :steamfacepalm:

now again, a First peron Shootemup, should USE all GPU to deliver as many FPS as possible.. (more or less all aroune +85% is acceptable.. but seeing a game run at 100 FPS, and then not USING more GPU than 10 % is a ♥♥♥♥♥♥♥ JOKE !!!, and I am sitting with a computer right now next to my main one, that I just build to prove it could do better than 200 FPS, WHICH is HARD when the game runs so CRAPPY as it does atm.. but again seeing it run at 100 FPS, using 10 % GPU, and 40 % CPU, makes me ♥♥♥♥♥♥♥ ANGRY, when I at the same time have to listen to crap like YOURS !!)

Threads command not works. Valve explain it this settings will not improve fps..

here's a video showing that something is just WRONG with CSGO at the moment, if I setup half the resolution I SHOULD get double the FPS, instead it just LOWERS my GPU usage..
and I put in some FORCED high CPU usage, to make some of the "expert's" in here happy..
still doing making some more video's about this, cause this is just completly stupid, as I alwaso write in the comment for the video, "you don't buy a car, and expect the GASOLINE company to control and decide how fast your car can go" !! my computer, then I decide how much shold be used.. not VALVE or MICROSOFT (in case this is some DX9 ♥♥♥♥ they are pulling on people..).
