Failed to load launcher DLL for Dedicated CSGO Servers. [[[FIX]]]

I wanted to install some plugins and play with my friends on csgo, and decided the best way to do this was with a dedicated server. This fix is assuming you, like me, made your server, ran it, and got the error "Failed to load launcher DLL", or something along those lines. This fix can be applied to people who didn't modify their dll files but appear to be missing some, and happen to have Norton Antivirus installed. The file I was missing when I got this was the dll "dedicated.dll". Luckily I checked my Norton Antivirus and it was listed as a high threat, and had been removed from my computer. High threat my♥♥♥♥♥ I clicked restore and exclude from virus scans, and reran "app_update 740 validate" in SteamCMD. The server ran fine after that.

I just made this because in between figuring out my antivirus removing it and getting the error, many hours were spent googling and reinstalling.
