Not only almost, it is completely impossible to do that on Valve servers. He was obviously on a private server with custom rules. And you can cheat or script on private servers as much as you want if they're not VAC protected.
Are you seriously thinking he would record himself and proudly present something that's bannable in any way, risking both his reputation and CS:GO account for a few seconds long clip?
