Maybe something was lost.
Also try installing CS2 to another hard drive to confirm if it still occurs. That may rule out any storage issues.
Give it a go, for the next step if there is still an issue after moving the drive from where the game is installed would be to confirm that the graphics card which you stated 'RTX 2060 12GB' is up to date.

Either install manually by selecting the drop down for RTX 2060 or GeForce Experience.
If you are on the most up to date driver, possibly try rolling back a few versions which you can do on the website I shared, then launch CSGO and confirm the results.
Do you have any sort of third party application or overlay installed when gaming?
I see a FPS counter on your screenshot, is that just the steam one or another application?
You may try uninstalling/disabling that and confirm.

This may not be exact but sounds similar. Can you try disabling the GeForce overlay if that is enabled?
