Basically your options for BEST CPU in 2023 is either AMD Ryzen 9 7950X3D or Inter i9 13900K.
If you go for Intel and use your PC exclusively for gaming you should consider Intel i7 13700K. It performs almost identically with i9 13900K in games.
I have i7 13700K and I paired it with Noctua's high end air cooler but it still gets pretty warm under productive and CPU heavy loads. My solution was to slightly undervolt it and I set power limit at 200 watts. TDP is 125 W but it goes as high as 253 W if you can keep it cool. The last 53 watts are "empty". Your performance increases like 1-3% but temperature rises 10-15c.
If I were you, I'd find faster RAM with lower CL (Kingston FURY CL 40.. kinda oof), I'd take 1TB Samsung 990 Pro instead of 980 and that PSU... hmm.. It could be better, like Corsair's RM/HX/AX-series or maybe some higher mid tier Seasonic? You absolutely do NOT want to cheap out on PSU.
If these go way over your budget, SSD's read/write speeds are not so important regarding gaming and you only gain couple more fps from faster RAM with lower CL. But that PSU does not convince me.
And if you plan to play new games (maybe even in 4K) in the future you should probably consider getting a GPU with more VRAM.
