Do my suggestion it will tell you quite a lot.
Because if no-one else is using the internet and It isn't your router or game/steam, then it's your ISP!
Contact them and tell them the situation.

For some reason if you don't run cmd as an admin it wont give packet losses.
This time I ran cmd as an admin and all 4 packets were lost.
Ok so what is happening is that your router or something is blocking the connection.
The OP can connect to servers, he gets timed out mid-game. It's not the router. It's the ISP.
Contact them and tell them what's going on.
Things you can try even if you are already done them is:
Disable all firewalls and anti-virused.
Reset your router to factory settings.
Then restart your PC.
