Problems with sv_voiceenable 1

I played on an arena server, and muted everybody with sv_voiceenable 0, and undone it when i finished. but i still can't hear the players who talk ingame. How can i fix this problem? (i restarted the csgo, steam tried the sv_voiceenable 1 over and over again, but still nothing happens)
