Only for PW users. So no, you can't get it.
The only way you can play with it - 3rd party plugins (community servers) or manual skin replacement (unable on VAC secured servers).

i would use imgur to post your screenshot so i can look. it looks great but sadly cant get it it seems. man valve is rough
