Previously banned users

So Valve actually has a way to recognize previously Banned players. Since you can View the profile of a player and you see "Ban in records" and Time since last ban!

So why the heck Valve allows those players to have access again to the game?

I got in 2 games in a row and I got on 1 game 2 players with ban history no longer than 26 days and in the other one 110 days ago.

And ofc they continued cheating! So obviously! Not even trying to hide it!

Because you don't actually see for which game(s) the ban was issued for.
If the ban is for CS2 then they wouldn't be able to play.
