VAC not catching cheaters?

Started recording players with obvious Wallhacks and Aimbots.

The sad thing is - it´s not just the "new" accounts, there is one blatant just ♥♥♥♥♥♥♥ around that has thousands of hours and tons of medals etc etc.

My questions here are:
What is VAC actually doing? Letting people cheat for years like this one?
Pressing "Report" doesn´t work at all apparently - the small pop-ups that we had in the past like "A player you reported for cheating was banned" are gone as well.

It havnt for some years, not even the blatant ones, i entered CS2 cheats on google and i got alot of good cs2 cheats i could download even free samples, jeez it so easy to find cheat for cs2

People who say vac is working are coping, cheaters are getting cooldowns but no bans unless they use the worst free cheat
