Also technical timeout fills an important aspect for all the ones need to restart the game or reconnect for some reason.

The technical timeout is reserves for disconnects, and if you've ever gotten an issue which requires you to verify your game cache it's a life saver.
I understand how you think it's annoying, but imagine how annoying it would be if it's removed and we start seeing endless posts about people who got cooldowns because of a VAC, Steam or gamefile issue (which used to be 20x more prevalent).
How about if a player leaves the game a dialog appears with two buttons "I am coming back" and "I am leaving" and if the player clicks "I am coming back" all the other game modes are blocked for the rest of the competitive match. You can only play the other game modes (casual, deathmatch, etc.) if you click "I am leaving".
If the player clicks "I am coming back" or the game crashing etc. then there is a technical timeout.
If the player clicks "I am leaving" then there is no technical timeout.
I think this would be a good solution.
