You only have the option to buy it from 3rd party websites since Valve took those weapons out of the game. There is no way to drop those weapons anymore.

Howl is a contrabanded weapon because the creator stole its idea from someone else and Dragon Lore was a a skin from the Cobblestone collection, but this map is no longer available in CS and the new Cobblestone most likely won't feature this skin.

But it's not recommended to access those websites since the scam risk is too high. There is no safe way to get those skins these days. People won't sell them on Steam market since they are too expensive.
