Unlimited items if you do pay that tax.
It's like an actual tax you have to pay. Like an electricity bill, if you want to list more than 200 items in the steam market in 1 year.
You do not pay a monthly tax to Valve once you fill in the 200 inventory limit. You actually pay tax when you purchase an item from the Steam Community Market or get taxed when you sell an item to the Market. Whoever told you its a monthly payment is very negative or overexaggerated the policies of Valve.
Also, once you reach 200 listings, filling in the tax info is more of like a verification or an added registration to continue listing items to the Market. You can still buy items from the Market even without filling in the tax info but Valve won't let you list items until you fill in the tax info. It's not a big deal but hey, it's their policy.
You cannot buy more CSGO items from the Market when you have 1000 or more items in your inventory.
