I just don't get what I am missing.
Just don't use the settings that mess with time limits & team limits. If you don't install a plugin you will have to manualy jump using mouse wheel or what ever key you use and will find it alot harder to gain huge speeds.

Have you messed around with servers before? just wondering.
I don't think theres any way to reach bhop speeds on a non bhop server without cheating.
I was wondering if I could use the plugin in a private party hosted simply by me (so no server hosting involved)? (pretty sure that doesn't work)
And yes, I mean autohop. Like for example +jump only works on bhop/surf servers, normal servers including private game lobbies will make you stay on the ground if the jump key is spammed too often in any way (say infinite mousewheel or +jump).
I am also wondering how you are able to gain and keep such a high speed on servers. In a private game lobby this doesn't work no matter what. Any idea why? I even have maxvelocity set to over 3000.
Could it be the tickrate preventing me from going faster simply because the hops don't register as 'perfect'? Or maybe a limit for every weapon in the scripts? (for example knife = 250 units in script?)

No way around it, either know a host or be the host of a server. You need to set up for bhop command wise. This will be commands like sv_cheats and so on. You will also need an autohop plugin. To run a plugin you need SourceMod (or something like it) it will run and control plugins giving you things like admin, bhop timer and autojump.
When you create a game from ingame you start whats called an offline or listen server. If you leave the game, it will close for everyone. A dedicated server is run from steam tools. This server won't drop everyone when you leave.
It's not that hard but it is a little more involved than just clicking a few things.
Youtube is a big help when setting one up the first time.

Feel free to add me if you take a shot at it. It's bin a bit (lol 2005) but things shouldn't be that different from CS:S. I might be able to help if you get stuck.
EDIT: You can mod a listen server to a bhop one with sourcemod and just play on it your self. You could even invite people. Just it will shut down when you leave or DC. You do need a fairly buff PC and internet if you want others to join. Thats an advantage the dedicated server has. Not as big of a resource hog.
