fps_max 60 vs. fps_max 300
Why does fps_max 60 feel so much more smooth than if I had fps_max 300. With the max at 300 I go over 120 FPS but it feels so laggy and the mouse feels delayed but on 60 it feels so smooth and responsive. Any reason why?

PC specs? There can be a lot of things that cause your experience with higher fps feel more stuttery/laggy. I used to own a cheap mouse and whenever I wanted to turn quicly, the mouse went a different direction. Try different mouse, might help. Also try to update drivers if avaiable.

All drivers updated, I'm on an old-(ish) NP470R5E Samsung laptop (Gonna be getting an i7 gaming PC soon) and I'm using a SteelSeries Sensei mouse, been using it ever since I got this laptop.

Also was using some cheep-o 10 dollar mouse like 5 months before I got this one and it was ♥♥♥♥, this one is definetly smoother. But I use a monitor, mouse, keyboard, and mousepad, I dont just use the laptop so basically Im running on a bad desktop in a way. My monitor is 60 Hz too, if that makes a difference.

vsync on and fps_max 59 or vsync off fps_max 300/500/99999999999

vsync turned on=stuttering at what ever monitor refresh you have keeps vsync off and see if fps_max 300 works how it should if not then if your settings isnt on low then do that and see if that works

if the frames fluctuate too much (like if its 120 then 180 then back down) the game will seem choppier

YES! Exactly! My FPS goes from like 80-150 constantly changing so it feels really choppy. So I guess I could keep fps_max 60 on? It feels super smooth and the mouse is very responsive :D

Yeah that's why there is an option for fps_max. If the lowest fps you get is 80 I would have fps_max 80. I personally have a PC that runs 300 fps constant so I have it at 300 and my laptop has 110-125 fps so I have fps-max 125.

The more precise the fps, the more fluid the game will look.
