Isn't that just EU west?
Russia, being a massive country has players connecting to EU West and EU East, I don't think they have their own server, although some are saying that one has been added?

90% of russian propulation lives in west russia. which is why most of them connect to the eu west servers.

Pretty sure there's government regulations that do not allow valve to have a server in Russia. Why? Cause Putin says so

Valve already have servers in Russia, dota 2 servers for example, but no servers for cs go at the moment

Your right they have servers for other games but countries sometimes take action against specific games. Like Australia not allowing hotline Miami.

The Putin thing was just a joke.

The Russian Dota 2 server is also located in Stockholm. The reason i guess is because the TEA cable system (Transit Europe-Asia Terrestrial Cable Network) runs from Stockholm, across the Baltic Sea to St. Petersburg, which makes it the shortest route into Russia. And as SirPsycho said, I believe political issues prevent Valve from hosting servers in Russia.
