how many skins is need to from a consumer grade to a covert?????

Consumer > Industrial > Mil-Spec > Restricted > Classified > Covert

10 to make 1 In, 100 to get 10 Industrial for 1 Mil, so 100.
10 Mil = 1,000
10 Restricted = 10,000
10 Classified = 100,000 = 1 Covert

Also remember, a lot of consumer stuff don't even have covert skins in the collection.
