Its not an official HLTV server, HLTV is a 100% legit site, they are just using the well known HLTV name to try and phish for peoples account details.
you should be alright but may want to run a scan or something to double check there are no files elsewhere.
you made the correct decision, and kept your skins safe.
Y lets hope no harm is made there, I even delete the zip map files I got there + that hltv file, and also did avast reboot scan found nothin and malwarebytes scan in safe mode found nothing aswell, but I tell u there is some new weird scam/hack around, that gets u by joining custom servers, I was not able to move when I join the server, and the guy told me "turn off your defender or antivirus thats the cause" and I instantly altf4 and block him, why would antivirus block me from moving that was hella weird...I used to delete ALL unkown friends screw em
y, atleast I know now that even joining custom servers can lead to being scammed o_o but I wonder even I did check the hltv file, avast told me the file is safe but it had 2x "000000" and some .exe thing in it thats what made me worri
OP's question was,
What is "HLTV" server?
HLTV stand for "Half-Life TV", and is a broadcasting server for Half-Life (and naturally Counter-Strike), developed by Valve. The webpage HLTV.org, however, is an well-known portal for HLTV broadcasts.
More recent version of HLTV, supporting CS:GO, would be SourceTV.
See this tread by Dennis Stanistan on how to setting up SourceTV.
