In any case, it would be way easier to just use two different binds. Binds like that are pretty complicated. Swapping weapons via scroll wheel is pretty inefficient though, it's probably be best to dedicate it to jump.
Bind "q" invnextnogrenade
If you wanna change values for jumps and changing weapon you have to use "toggle function" + aliases.
I cant help on that, cuz I dont give a crap about it, hence I dont know.

I have this in my cfg
When I'm playing a KZ or bhop map, or I just want to bunny easily I press number 6 (in the keypad)
If I want to get rid off jumping with mouse3, I press 4 and it's back to normal
