On a slightly more serious note,
The demographic of trolls would be significantly smaller than the people who suffer these issues as I see like 3 posts about this topic every day
Well they accept the rules when joining a cometive match and should follow them just as everybody else why should everyone have their cooldown removed when they clearly cant follow the rules
They acepted the rules and they accepted the punishment for breaking said rules
They need to learn how rules work then if they cant accept being ounished for vbreaking the rules
better yet they should stay out of competive mode until they know that teir equipment can handle 90 + minutes of gameplay before it farts and dies on them
yes a bot is better then a kid who cant have a stable internet connection for 90 + minutes anyday its the year 2015 not 1995
Have you thought about the fact that a lot of people live in areas that expereince regular power outages? Think realistically, making the limit a 10 minute one WOULD BENEFIT EVERYBODY. hands down. the team as well as the person

In all seriousness, I don't agree with OP for suggesting 10 minutes, However not everyone has an SSD on their computer. One of my biggest issues (if/when I ever crash midgame), is Steam taking it's sweet time to "Check for updates". Let me break down the time is takes things to boot.
Breakdown:
Assuming you immediately identified that it was a system crash, and not just a game crash.
*Variable dependent on software. I'm being generous with 30 seconds, because I know SteelSeries Engine takes a solid minute on my laptop, and wants top priority.

****I have mobile authenticator on my account, and it takes at least 10 seconds to pop up the dialog box asking for the code
*****If CS:GO has a patch in between when you crashed, and restarted. You are done for.
My $1600 new Gaming Laptop would take a minimum of 2m6s in a PERFECT scenario to even launch CS:GO
There is a difference in Craptops and desktops thou =)
Craptops has the disadvantage of overheating if they dont fan enough and when they cant fan enought hot air they start acting slow and sluggish to compensate the power it needs to the fans
spending 1600 on a laptop is 1600 to much in my opinion as an computer repair man ^^
