HELP! Wierd Stutter lag at start of round, weapons and nades flash 3 or 4 times.

in MM over the last couple of weeks I have been getting this weird stutter lag at the start of each round and during the match. My ping is fine at 35 to 45 and my fps is over 250 so im not sure whats causing the problem. I've noticed my weapons on bottom right of screen flash several times at the start of each round when I spawn. PLEASE HELP! its making it very difficult to play consistently on MM.

What I have tried already:
Verified integrity of game cache
reinstalled csgo,
rolled back graphics card driver to previous version,
lowered settings

Nothing seems to work, your help would be muchly appreciated!!!

I actually know what your talking about. I play with 4:3 resolution and the lowest graphics and have just that issue. Atleast with my pc and this game that shouldnt be an issue when i can play witcher 3 on max settings and get 60 fps ^^,

Dosnt matter what graphic settings i have i still have that issue.

But due to stutter in the beginning of each round i tend to get the wrong gun due to this issue =D
Even tho i use number keys to buy them. Seems to be something about the buy wheel that makes the game "semi" lag for me atleast at the beginning of the game. When im really fast buying.
