Use -high -dx11 -nojoy -novid launch options
Uncap the fps in game but then turn the menu fps to about 10fps or 20fps lower than your avg low fps
If you have a version of vsync that isn't vsync, I would enable that.
Lower all gfx settings more. 2x aa, bilinear texture filtering
Download "process lasso" and demand your cpu run cs2.exe with all its might by allocating cpu affinity and priority
Cs2 is notoriously known for only liking to run on a couple cores or so, but you can easily force it to run at 30% capacity if you can get the right cores and threads to cooperate.

Don't forget any bios update, audio drivers, chipset, LAN driver. Those all play a part in reducing input lag.
Edit: if you can successfully lower your cas by 1 or maybe 2, and adjust the other timings, you might have even less lag/stutter
That's when i had to lower my ram timings just a little bit. By essentially 1-2-2-4. I think that's the closest one can change them if already at expo or xmp before it's unstable.
This can help with 0.1% lows.
The 1% lows are alleviated by making sure the fps is going to stay in a consistent range whilst not maxing out the gpu by limiting it out if game
If your pc doesn't want to boot up after that, just remember, pop out that coin cell cmos battery, put it back in, settings go back
Put aggressive fan curve on gpu too. Disable zero rpm when playing cs2
And I would check out process lasso
I had some luck disabling 0, and then setting affinity to 1, 2, 5, 6, and 8 on very high cpu priority
I made sure I put steam.exe as above normal priority
I'll likely mess around with it more to see if I can get it buttery smooth. Still slight jitter every now and again
