For me, this fixed it in a way that no longer shows any packet loss (0% avg), but I still feel a huge delay, similar to packet loss or maybe even worse... Since this update, I've been experiencing FPS drops and bad packet loss. I have a 4070 Ti (the 7th most powerful card on the market), but it still can't maintain an average of 240 FPS, even with low settings... I also have a very good internet connection (no issues in tests or other games) and I'm connected via Ethernet, but I still experience packet loss...
forgot to mention your cpu

Valve devs talked about this, they are looking into this issue.

So, ive done some digging. Of course everyones setup is different so what works for me may not work for you.

https://speed.cloudflare.com/ is not a very good test for jitter. This is what I used a few months ago. But I also never had this problem until about a month and a half ago or something.

https://www.waveform.com/tools/bufferbloat worked better for me. It also explains what bufferbloat is.

When someone on your network sends a large file, a lot of packets get sent all at once. The router temporarily "buffers those packets", holding them before they’re sent. Any new data packets get stuck behind the existing queue of buffered packets. They will arrive at the destination much later than if the router’s buffers hadn't been full.

What I did was go into my router settings and limit the bandwith on all devices and then set it a little higher on mine. After a bit of trial and error I managed to get my upchoke, way way down.

I may have messed with some quality of service settings a couple months back and that might have been when all this started but I was messing with quality of service because counter strike suddenly started lagging out. I wonder if maybe this is around the time they upped the size of the data packets or something sent by the game. I remember them bragging about how cs2 packets are so big, I guess because it has more analytical stuff than ever before.

I ended up disabling QOS and using the bandwith limiter instead, Cant really test it because the only map not dead at this time of day is dust 2 and everyone is just running down mid dying lmao.

But I did manage to get a A rating where it was a D before.

For reference my connection is 100MBPS down, 10MBPS up.
stop spread false information. People that had no issues before the update have good internet without packetloss. its just the bad update that cause jitter and packetloss fps drops, teleporting ect.

How do you know?

Arms Race is the funniest. 80% packet loss almost constantly.
same right now

Stop spreading misinformation when you have zero idea what you are talking about.

same here , got 4070ti with 7800x3d , with a 1gb internet connection , suddenly i get 80% packet loss and barely 250 fps with drops down to 180 while playing on 1024x768 on med textures , while before the update it was 400-500

Don't worry, all we all have to do, is buy the 9800x3D, even though cs2 doesn't know how to use most cores, and also some ddr8 cas 18 latency ram and an rtx 9090. If we all do this, we will be able to run cs2 at the performance we were getting way back in May of this year, until this coming May after every update tanks more performance so we return back to square 1.

It's because our computers are trash, obviously, and no one future proofed their pc beforehand to handle cs2 at very high fps /s
