I got the drop as well and used it and it dissapeard.
Turns out its a pack where you can retrieve ( 3X ) your charm after you placed it on a weapon. It doesnt contains any charms its only a tool to get it back into your inventory after placing it on a gun.
Which is imo pretty usefull , you can use the charm on a weapon and retrieve it for selling if the price went up. If you can sell it offcourse.

Thanks for this answer. I don´t have any charms at the moment... so i can´t try it... don´t know if i need this. But now i know what this drop is :)
