Make Charm Detachment Packs trade-able or remove them from weekly drops

Seriously there is not point in having these packs if you can't use/sell them, currently they are just occupying a %33 chance of receiving a good skin/item. 1 slot is a case, 1 is a skin/item, 1 is a graffiti which is 99% very cheap, and 1 is for these stupid packs. I prefer to have two choices/chances for skins/items.
