The reason is that, it might be too aggressive and may ban innocent people too, so they set it on limited set of matches to avoid that. I know it is insane amount of cheaters right now, our hands are tied, we can only wait and hope for the better.

First VACnet 1.0 (CSGO)(CS2) = it failed miserably
Second VACnet 2.0 (CS2) = it is not in "beta" phase but failed miserably again.
Overwatch by private partners really??? (CS2) = failed miserably, as long someone plays subtle config they won't get ban, yeah miserably failed 3x again, 3x the charm.
And this the latest VACnet model which is 3.0 just allowed spinners to go back XD, it failed miserably, beta is just an another excuse to mask off their failure system, they simply don't care, it is all about profit in the end of the day. 4x the failure, 4x the charm.
