I don't know where you are from but get a deal on CPU + MOBO + RAM combo as I paid ~$420 for I9-12900k Z790 Mobo + 32 GB DDR5 6000 RAM... You have a M.2, better gpu than me and that PSU is exactly what I bought to go with my build.
Have tried to OC your CPU? My GPU sits at 30% usage while playing CS2 and my CPU temps stay around 50-60 degrees
Look on youtube as your CPU can be OC'd to good number from what I am seeing

I live in Poland and the I9-12900k alone costs 500$ xd (new one). I contacted the place where I bought the pc in and I could switch the CPU to a better one.
Regarding bios, yes I have updated it and enabled all the turbos and xmps etc - didnt help.
rezz, what settings you play on? those are impressive numbers for 3060.
I remembered in NVIDIA Control Panel there were "Prefer Maximum Peformance" with power and set to "High-performance with NVIDIA processor".
Maybe in the future if you can afford more stick of 32 GB of DDR5 Ram at same speed you got could lead to better result
I would look at cpu upgrade and just get another stick of ram that matches your current type. Either that or lower some of the advance video settings, just look into which ones are cpu intensive and lower
