don't ever run as admin, neither Steam nor CS2

verify game files again, do steps under "Repair the Steam Service" on this page:
https://help.steampowered.com/en/faqs/view/22C0-03D0-AE4B-04E8

and see if the error is still there

Normaly a reboot would remove that problem unless something is really corrupted.

well that's a very-very strange thing, possibly when you were installing CS2, Steam was running with admin rights, so now when running Steam under normal privileges it just can't access the required files;
verifying files won't help here, I'd suggest you to run Steam with admin rights for one last time, uninstall CS2, then quit Steam, uninstall Steam, install Steam back again without admin privileges, under normal user, just double-click the steam installer, and install CS2 back.
if you can, install Steam in a different folder, or get rid of the old installation folder completely before installing Steam.
I wish you luck and please drop the habit of running everything with admin privileges, it causes real issues that are really hard to solve later.

yeah reboot usually lets you play for 1-3 minutes but then it kicks you again, because the cause of the problem hasn't been addressed

That was not the case for me, but I do find your previous post to be spot on hence the badge delivery.

thanks:D
and sorry, just talking out of experience, for me rebooting or restarting Steam never worked, I always have to repair the Steam service which usually takes around 5 minutes… which, yep, means that if this VAC thing happens to me in the middle of a competitive match, I won't have enough time to reconnect to it.
I'm glad it doesn't happen too often
