Due to the hard rank reset with the cs2 release everyone was placed in the lowest ranks and it was incredibly hard to climb. This has been addressed a few months ago and I think the situation has gotten better.
However, not everyone plays Competitive mm regularly especially since the introduction of the leaderboard Premier has kinda replaced Competitive mm as the go-to game mode so you'll probably still run into some stragglers who should be ranked much higher.
I'd say Premier is much better in accurately matching you with people of your skill.
The reason I would prefer to play Competitive is because this game doesn't actually have a casual "competitive" mode to play & I always forget all my smokes when revisiting, so I don't wanna hop on Premier where it's probably a bit more serious (so assumably more slurs would be thrown when I just know how to walk and shoot).
But seeing the apparent skill differences between Faceit level 10's and people looking at the ground in same match is quite the experience.
I think comp queue/wingman is still busted. We play a ton of comp queue and I am fairly decent. 7k ELO premiere. I dont think i am gold in any map lol, I am constantly crushing my lobbies too.
I think you can absolutely wing it until 20k and even higher.
I think all Valve game modes are pretty casual but that's probably a matter of perspective
