looking at the HARD DATA which says that 15-55% of the whole player base is already vac banned your experience seems about average, OP.
everyone who is any good in this game plays with and against cheaters in every single game.
notice how it's only the unskilled players who try to convince you otherwise.

The data was collected from an average sample.
The cheaters prevalence is between 5% to 15%. What this means is that from 100 players you will meet (both your team and enemy team), 5 to 15 will be cheaters.
In order to meet 100 people, you need 10 games (considering solo q).
So, in 10 games the max cheaters you might see is 15 and the minimum is 5.
Because these are probabilities, you can end up playing 10 games and having less or more cheaters.
Going with the minimum number (which is average), getting 5 cheaters in 10 games as a probability usually translates into actually getting 2 or 3 real cheaters.
Considering random distribution patterns, this implies not all will be in the enemy team, at least "1" unit will fall in your team. So we're left with 1-2 cheaters in the enemy team.
Out of 10 real games, you will face 1 of 2 real cheaters. Unfortunately, this can't be 0, because there are people who make a living from selling cheats and they always adapt to what VAC updates are pushed.
Compared to the initial 70%, the real 2% is not so bad.
I did look at the numbers, and that's the probability. As I said, the real numbers can be higher or lower. They tend to be lower most of the year and tend to be higher during holidays.
