Try "cl_preload 1" gives you longer load times but more FPS. Because this code will load maps. (Don't use this if the game is installed in a HDD
Reset your settings with a launch code. (I don't remember the code and it will reset your ALL of CS2 settings. *I DON'T RECOMMEND THIS ONE*.)

How much ram do you have and what mhz are they?
Just a funny thing when you go to task mananger it will say 3200?
@richi you may try Fidelity FX Super Resolution - Balance or Performance from in-game also set FPS max around 1000 from slider, you may try Steam set lauch option with -threads 4 or 8.
Try and see what works best both or just 1 off them hehe
