Isn't this supposed to be opposite? New accounts should have good trust factor at the start. Unless you did something funny on some matches hence you get reported thus resulting to your red trust factor.
The system ensures that new accounts that only have cs2 on it, and have 8 hours, are only matched with accounts just like theirs.
It's a great system that combats both smurfing and cheating.
A real player wouldn't create a new steam account just for cs2, they would have other games on their account that they play, and thus when they start playing cs2, they would be matched with similar accounts, and avoid the bad actors.
In Valorant they also tho. They just get matched against people that perform on the same skill.
I'm impressed by how effective valves trust factor is, it keeps smurfs like you from ruining the games of genuine new players.
