What the CS2 rules and guidelines on Steam Support means this?
I've read the rules recently here and wonder like what they stands for the last section. Like if Spain servers are filled with votekick abusers and farm bots and have no other choice to Change region to NA or south africa for example, what am I supposed to do?

What do they mean about Intentionally interfering with the normal operation of game servers? Is it now against CS2 rules to play on an different continent?

You cant get in touch with anyone online then? The internet have allways been a way for people to say what they do not dare in real life, later in life people realise it all can get traced back to you. We all need to learn to ignore the occasional trolls and what not, and we do have block options in most cases for the worst of them.

I have been playing CS a few years... Never had to quit because someone texted me in a game, worst case I get annoyed and text something back. Best case i block and move on.
I can't. Either play on empty servers farming XP with an close friend of mine on my own region or queue up to NA servers farming against valve official bots until some random joins. Not counting with South africa that the farm bots are ruining someone experience which sometimes I have to report to devs via email and getting kicked. Which I stopped reporting to devs because I've seen the emails I've sent for someone boosting and none of them got banned.

That is just sad, hope you find a way to break that lock inside your head. Dont let other people dictate how you live your life, that includes my advice.

but why not just keep everybody muted by default?

Can bé sad, but here's an lesson from life from an guy that have been using Steam for almost 15 years. Don't trust anyone. Including your relative ones.
