if you have a legit reason why you have an alt account obviously its not seen as bad, but there arent many good reasons to go around
Valve never enforced the "anti smurfing" policy in cs:go or cs2.
HOWEVER, valve did mass ban smurfs in dota2, so they're capable of doing it.
So tldr: don't smurf.
