so many idle bot lobbys
and still no reporting mechanism. wtg valve.

fix your game. public matchmaking shouldn't repeatedly drop me into bot lobbies.

That means you have a red trust factor. I know because when I had a red trust factor I either joined bot lobbies or a lobby full of spin botters. Last I check my trust factor is in the green and I haven't found lobbies like that since.

maybe but if so it's for no reason as I've never cheated

"Can I check my Trust Factor?
Currently there is no way to check your Trust Factor. The goal with Trust Factor is to provide a better matchmaking experience without players having to worry about optimizing anything. Trust Factor matchmaking will try to match similar players, but like skill groups, the range of players on a server will vary depending on the time of day, the player's region, and the maps they are queuing for."

unless u get kicked, there is a reporting mechanism

The report category is "griefing", as stated by valve. When you notice a suspicious lobby that turns out to be bots you should go into spectator so they cant kick.
