But keep in mind prices can change and new stuff does come out in 6 months.
I have no idea what a DYAC monitor is, but it seems it just reduces ghosting artifacts. It might be specific to a brand. In that case you are better of going to a local hardware store and ask one of the people working there.
But in general you want something with at least 120 Hz refresh rate, low pixel response times (less than 8 ms for sure) in order to reduce ghosting and optionally a black frame insertion mode to make ghosting less of an issue.
Freesync or G-sync is useless for Counter Strike, since you want to unlock your frame rate and run preferably over 200 Frames per second, thus a frame cap and forcing Freesnyc is not an option. It's good for casual single player games though.
There are some good IPS panel monitors out there, avoid VA and TN panels at all costs! Those are more prone to ghosting. Some people swear up and down for OLED panels, but personally I never liked OLED's for MS-Office and Web Browsing, they make text visibly weird and dis-colored plus they can burn in after long use. If you are unsure as to what to buy, just get one IPS panel that is at least 120Hz from the Youtube video that is inside your budget.
But at the end of the day make sure you have a good CPU and GPU combo, plus a mouse with a decent polling rate (You want 500 Hz at minimum). Make sure you set your monitor to the highest refresh rate it can support through the Windows settings (Nvidia GPU's default to 60Hz even on 240 Hz monitors for some silly reason).
