I've resolved my problem, and I'm sharing the solution here so others can benefit, as there are no mentions of this fix online.

The error message displayed was:

Content file c:\program files (x86)\steam\steamapps\common\counter-strike global offensive\game\csgo\pak01.vpk is corrupt. Verify integrity of game files.

If you try to verify the files as the error suggests, you won't be able to because of Windows Defender. Only disabling it allows the verification process to proceed, which also resolves the second error of the file verification being stuck at 0%.

Solution:
1. Go to Windows Security settings.
2. Click on the "App & browser control" icon.
3. Scroll down and select "Exploit protection settings."
4. Under "Program settings," click "Add program to customize" and then "Choose exact file path."
5. Add the program by its path where the cs2.exe file is located: C:\Program Files (x86)\Steam\steamapps\common\Counter-Strike GlobalOffensive\game\bin\win64\cs2.exe
6. In the "Program settings: cs2.exe" window, scroll down to "Control flow guard (CFG)," check "Override system settings," and make sure the toggle is set to Off.
7. Enjoy CS2 without crashes in Premier mode.


I'm not looking for compensation for this fix, which addresses an issue on the client side due to Windows Defender in Windows 11. However, I expect the developers to address this problem for the community.

Перейдите в настройки безопасности Windows.
Нажмите на значок "Контроль приложений и браузера".

If I were a developer, I wouldn’t be reporting issues that have been affecting CS2 users since the game launched—I’d be fixing them instead. The only problem is that Valve actually has developers who could solve these issues, but they apparently seem to ignore them. I’ve even provided them with a temporary solution, at least from my perspective, but it seems that’s not enough to get their attention.
