The only thing that bugs the game right now is the ridiculous amount of packet loss - even on a 1000/1000 fiber. But it's a known issue. People have been complaining about it since the stupid Armory update but I guess Valve thinks that little sausagemen hanging from guns > the game actually working as it should.
It's not the devs fault you can't afford a rtx4090 and 9800X3D
Also cs2 doesn't have terrible graphics, it goes for clean semi-realism to make it easy to spot other players, as it's an esports title, it's stylized and it looks good for what it tries to be.
So, we established that you hate the visual style of the game, and your system can't handle modern titles. Why do you still want to play this game, but refuse to upgrade?
Lowering the graphical settings cannot fix the fact that you're being bottlenecked by your cpu.
Try enabling vsync and not pushing the game beyond your monitors refresh rate, (which I assume is 60), then you should be able to increase your graphics settings to make it look better.
